RENTAL TERMS AND CONDITIONS

1. OWNERSHIP AND AGREEMENT SCOPE

The rented electric bicycle or gasoline scooter (hereafter referred to as the “vehicle”) is the sole property of SpeedRent. The renter is granted temporary use of the vehicle strictly under the terms specified in this agreement. The owner reserves the right to:

  • Refuse a rental application or extension without providing justification.

  • Cancel a rental agreement in case of violations of the conditions stated herein.

By signing the rental agreement, the renter accepts full responsibility for the vehicle and agrees to abide by all the conditions outlined.

2. USAGE GUIDELINES

  • Geographical Limits: The vehicle may only be used within the borders of Romania.

  • Mileage: There is no mileage limit for rentals.

  • License Requirements:

    • Scooters may be used without a driver’s license only if their speed is limited to 25 km/h.

    • Scooters exceeding 25 km/h require a valid driver’s license (Category AM, A1, or higher).

  • Prohibited Uses: The vehicle may not be used for:

    • Racing, off-road activities, or stunts.

    • Commercial purposes, unless explicitly agreed upon in writing.

    • Towing other vehicles or carrying loads exceeding its capacity.

    • Activities that could damage the vehicle or violate traffic laws.

3. MINIMUM AGE REQUIREMENTS

  • Electric bicycles: Minimum age is 16 years.

  • Scooters:

    • Minimum age is 18 years for users with a valid driver’s license.

    • Minimum age is 16 years for users without a license, with the speed limited to 25 km/h.

4. PAYMENT TERMS

  • Rental Fee and Security Deposit:

    • The total rental fee and a refundable security deposit must be paid in full at the time of rental.

    • Accepted payment methods: Cash or bank transfer.

  • Rental Extensions: Requests for rental extensions must be submitted before the original return time and are subject to approval. Extensions require additional payment upfront.

5. SECURITY DEPOSIT

  • Deposit Amount: A deposit of 300 RON is required for each vehicle.

  • Refund Conditions: The deposit will be refunded in full, provided the vehicle is returned in the same condition as it was received.

  • Deductions: The deposit may be partially or fully retained for:

    • Damages, scratches, or technical issues caused by improper use.

    • Loss of keys, helmets, or other accessories.

    • Failure to return the vehicle on time (beyond the free grace period).

    • Violation of any terms specified in this agreement.

      Note: The deposit cannot be used to extend the rental period.

6. VEHICLE PICK-UP AND RETURN

  • Condition at Pick-Up: The vehicle is provided in clean, functional condition, with all accessories (e.g., keys, helmets).

  • Condition at Return:

    • The vehicle must be returned in the same state as when it was rented, including a full fuel tank for scooters.

    • A checklist will be completed upon return to verify the condition.

  • Late Returns:

    • First 2 hours: Free of charge.

    • Delays beyond 3 hours: Charged as an additional rental day.

7. ADDITIONAL FEES AND PENALTIES

  • Fines and Damages: The renter is fully responsible for:

    • Traffic fines, tolls, or parking fees incurred during the rental period.

    • Flat tires or mechanical damage caused by improper use.

  • Cleaning Fees:

    • Vehicles returned unwashed: 50–100 RON.

  • Missing or Damaged Parts:

    • Missing wheel caps: 100 RON.

    • Stained or damaged upholstery: 150–200 RON.

    • Lost keys: 150 RON.

  • Fuel Charges: Vehicles returned without a full fuel tank will incur a fee of 2 EUR/liter.

8. RENTER RESPONSIBILITIES

The renter is obligated to:

  1. Comply with Romanian traffic laws and regulations.

  2. Maintain the vehicle in a safe and proper condition.

  3. Report any incidents immediately to the company, including:

    • Accidents, theft, or vandalism.

    • Mechanical failures or damages.

  4. Ensure proper security of the vehicle:

    • Use the provided locks and park in safe locations.

    • Never leave the vehicle unattended with the keys inside.

  5. Not modify or alter the vehicle in any way.

9. INSURANCE

  • The rental fee does not include insurance for damages, theft, or accidents.

  • The renter is fully liable for all damages or losses incurred during the rental period, including third-party damages.

10. ACCIDENTS AND DAMAGES

  • In case of an accident, the renter must:

    1. Notify the company immediately.

    2. Provide a detailed description of the incident.

    3. Obtain a police report, if applicable.

  • The renter will be held financially responsible for all damages resulting from negligence or improper use.

11. CANCELLATION POLICY

  • Cancellations before pick-up:

    • Full refund if canceled at least 24 hours in advance.

    • No refund for same-day cancellations.

  • Early Returns: No refunds will be issued for unused rental days.

12. TERMINATION OF AGREEMENT

The company reserves the right to terminate the rental agreement without notice if the renter violates any of the terms outlined. In such cases, the renter must return the vehicle immediately.

13. AGREEMENT ACCEPTANCE

By signing the rental agreement, the renter acknowledges that they:

  1. Have read, understood, and accepted all terms and conditions.

  2. Assume full responsibility for the rented vehicle during the rental period.
